Learn about our plan to ensure a safe cadet experience
The 2020-21 Training Year has concluded. Details regarding the 2021-22 Training Year will be released in August.

OVERVIEW

The situation regarding COVID-19 is evolving rapidly.
Details of the plan below and the feasibility of ongoing cadet training are subject to change at any time.


Effective 28 Sep 20, Winnipeg and surrounding areas have moved to Orange/Restricted under the province's pandemic response system.  Public or private gatherings have been restricted to a maximum of 10 people.

We have paused our plans to resume in-person training and have moved to virtual training using Zoom for the time being.  Consult the table below for your meeting details:

IN-PERSON TRAINING

28 Sep 20 - In-person training is paused until further notice
Physical Distancing
​
  • A distance of 6 feet/2 metres will be maintained between cadets during all training activities.
  • Squadron staff will monitor training to ensure distancing is maintained.
  • Cadet activities will be limited to a maximum of 50 persons or the number mandated by PHM, whichever is lower
  • Annual Validation has been moved online and is now paper free.  Parents should complete our Annual Validation survey.  If necessary, a form for you to record cadet medical updates will be sent home with your cadet.

Masking

Masking will be mandatory at all parade nights:
  • Two complimentary. reusable, non-medical masks  will be provided to all cadets by DND.  Mask 1 estimated delivery is September.  Mask 2 estimated deliver is late fall 2020.
  • Cadets and staff may wear their own personal non-medical mask prior to receiving their DND issued one or out of personal preference.
  • Exceptions will be granted by the CO upon receiving a physician’s note confirming the exception is warranted.
  • Masking will not be required for physical activity which takes place outdoors and where distancing is adhered to.

Screening

The following screening safeguards are in place to reduce the likelihood of exposure to COVID-19:
  • Do NOT attend cadets if you are feeling ill
  • Cadets, staff, or parents should consult the Shared Health COVID-19 Screening Tool prior to attending cadets.  If the tool advises you for any reason to isolate, do not attend cadets until cleared by a public health official.
  • Cadets, staff, and parents will be asked a series of screening questions upon arrival at parade and other locations.  You may be sent home if the screening is concerning or if you refuse to be screened. 
  • Cadets, staff, or parents who test positive for COVID-19 must notify us immediately.  In the event of a case within the 170 community, the squadron staff will consult with RCSU and public health to determine the feasibility of future training.

Cleaning

  • High touch surfaces and equipment will be disinfected by the squadron staff or a caretaker each parade night.
  • Hand sanitizer will be provided during cadet activities
  • Hand washing is highly encouraged

Additional Precautions

  • Optional training (biathlon, marksmanship, etc) is paused until further notice
  • No music training
  • No overnight activities.  Day activities, such as a one day FTX, will still occur
  • No domestic travel
  • No international travel
  • No in-person fundraising

​COMMONLY ASKED QUESTIONS

Despite everything that we have heard, we are still not comfortable allowing our cadets to participate in in-person activities. Will they be penalized or held back?

No. The Cadet Program is completely voluntary, no one should do anything if they or their parents/guardians are not comfortable with participation. Cadets will not be penalized or disadvantaged for not completing aspects of the program due to in-person activity limitations.


​Do we need to observe physical distancing and maximum room capacity if all participants are wearing non-medical masks?

Yes. Precautions such as the wearing of non- medical masks are only one aspect of ensuring the safety of all who participate in the Cadet Program.

Is there a standard that non-medical masks need to follow in order to be worn in uniform?

Not at this time. When the time comes for in- person activities, non-medical masks (NMMs) will be provided by DND to all cadets and staff; however, in the interim, cadets and staff may use personally procured NMMs if they have them.  It is important for Cadets and Staff to be able to conduct limited in-person activities in a safe manner.


If in-person activities are allowed to start up, why can’t we begin in-person fundraising while following the same precautions?

Limited in-person training activities ensure there are proper records taken in the event of an outbreak, and contact tracing becomes necessary. In-person fundraising activities generally require a higher level of community interaction that would make contact tracing difficult, if not impossible, and increases the risk of the Cadet program becoming a vector of transmission for COVID-19.
  • The main criteria for success for any limited in-person cadet training activities will be the effective delivery of a flexible, fun and exciting training program that maintains cadets’ interest and sustains the cadet population.
  • No in-person fundraising activities involving cadets and adult staff are authorized until further notice.


Why can activities take place in one part of Canada and not the other?

The re-opening of society and resumption of normal activities will be dependent upon the conditions in different regions throughout Canada. In-person cadet activities will be permitted provided the most restrictive guidelines provided by federal, provincial and municipal public health agencies are followed, in addition to the restrictions outlined by our chain of command.


How will we conduct training if in- person activities are still not permitted/stopped in our area?
Training delivery within a COVID environment will continue to rely heavily on information technology as virtual
opportunities will be required to augment or replace limited face-to-face activities.


If there are no overnight activities permitted, does this mean that we cannot conduct field training exercises?

No. Local day activities without an overnight stay are still permitted, provided ground transportation is carried out in accordance with the direction set out by our chain of command.


Will there be summer training in 2021?

TBD.  We anticipate receiving further direction after 1 Nov 20.


Will there be an Annual Ceremonial Review (ACR) this year?

TBD.  We anticipate receiving further direction on ACRs by 15 Jan 21.


When will optional training (band, biathlon, marksmanship etc.) return?


The squadron staff is in consultation with RCSU regarding our optional training programs.  There will be no music programming this training year.  We will provide ongoing updates to the squadron as to the status of these programs on a monthly basis.


Why are parade nights at Building 135?

Building 21 is undergoing renovations and is off-limits until 2021.  17 Wing Winnipeg expects work to be completed by January 2021.  We will provide updates to the squadron on our return to Building 21 as we receive further briefings on the progress of construction.


Why are parade nights multiple nights per week?

There are approximately 130 cadets currently on strength.  Combined with family members and squadron staff, our single parade night attendance reaches nearly 300 persons each week and would render physical distancing impossible.  Multiple parade nights are necessary to lower the amount of people on site and ensure a safe cadet experience.
